Why Salinas Is Being Evaluated

A local question — not a predetermined location.

Salinas is Monterey County’s largest population center and a major hub for behavioral health, justice, healthcare, employment, and community services.

We are evaluating whether a Salinas-based recovery residence could better serve Monterey County referrals than requiring residents to travel outside the county for stable recovery housing.

Important: Salinas is a feasibility location under consideration. Pathways Forward Recovery has not selected, leased, purchased, or opened a residence in Salinas or elsewhere.

What We Need to Learn in Monterey County

Questions that will determine whether we move forward.

We are seeking practical input from people who currently place, treat, supervise, discharge, house, or support adults in recovery.

  1. Is there an unmet need?
    How often are recovery-ready adults unable to find appropriate sober/recovery housing in Monterey County?
  2. Who is hardest to place?
    Which populations, stages of recovery, or circumstances create the greatest placement difficulty?
  3. Is Salinas the right geography?
    Would Salinas work for treatment access, transportation, employment, probation/reentry obligations, and family/community connections?
  4. What does affordability look like?
    What rates are residents or funding programs realistically able to support for quality recovery housing?
  5. What funding or contracting paths exist?
    Are there county, BHSA, SUBG, reentry, housing, grant, voucher, room-and-board, or other funding mechanisms relevant to recovery residences?
  6. How would referrals work?
    What would a new operator need to do to become an approved referral option, vendor, contractor, or community partner?

Proposed Operating Concept

Recovery housing — not on-site clinical treatment.

The concept under evaluation is a structured shared-living environment for adults committed to maintaining sobriety. The housing operation would focus on a stable residence, clear expectations, peer accountability, personal responsibility, and connection to outside recovery resources.

Clinical treatment, detoxification, or counseling would not be provided on-site as part of the housing operation. Residents would continue using appropriate community providers and public or private services.
